What this site does

This site scores Bulgarian municipalities using publicly disclosed procurement records and shows the individual risk indicators behind each score. A risk indicator flags a pattern associated with elevated corruption risk in the procurement literature — it is not proof of wrongdoing, and it is not an accusation against any institution, company, or individual.

Data sources

• EU TED (Tenders Electronic Daily) — contract award notices above EU publication thresholds
• Bulgarian Public Procurement Agency (CAIS EOP) via its official open-data export on data.egov.bg
• Bulgarian Commercial Register, via its official daily open-data export on data.egov.bg (CC0)
• NSI (National Statistical Institute) EKATTE classifier for municipality codes and names
• geoBoundaries.org for municipality boundary geometry

Red flags / risk indicators used

• Single bidder — the notice records only one tenderer for a competitive procedure.
• No-tender / direct award — the contract was awarded via a negotiated procedure without prior publication of a notice.
• Repeat winner — the same supplier wins an unusually large share of a buyer's contracts in a category.
• Supplier founded shortly before winning — the winning company was registered in the Commercial Register a short time before the contract award date.

Every flag on a contract page links to the specific source record it was derived from. Where a source field is missing (this happens often with TED award data for Bulgaria), the page says so explicitly rather than guessing.

Disclaimer

A red flag or a risk score is a statistical indicator based on publicly available records. It is not evidence of criminal conduct, and no individual is named on this site unless an official public record (a company registry filing or a published PEP list) already names them, with that source linked.
